Continental confederations beyond Europe — CAP (Africa), continental bodies for the Americas, Asia and Oceania — govern at regional scale with limited resources. The platform provides a lightweight federation stack, low-bandwidth tooling and maturity-aware onboarding so a small confederation office can deliver professional governance.

These confederations operate with dramatically smaller budgets than CEP, often without dedicated IT, sometimes without paid staff at all. Their geographies are vast — the Asian confederation spans from Lebanon to Japan; the African confederation covers a continent with poor cross-border connectivity; the American confederation reaches from Quebec to Patagonia.

Member federations vary even more sharply than in Europe — Madagascar with thousands of active players sits beside Pacific island nations with a few dozen. Connectivity is unreliable, with federation officers often working from mobile phones over patchy networks.

Maturity ranges from federations with 30-year histories to brand-new affiliates still establishing their first board.

Heavy SPAs that fail on mobile networks make the platform unusable for the very officials it is meant to serve, pushing them back to WhatsApp groups that produce no audit trail.
