With perhaps 40-60 international tests annually against thousands of competitive players, every test must count. Today targeting decisions rely on the commission's institutional knowledge and a few spreadsheets — which players are climbing rankings, which events feed Olympic qualification, which national programmes have integrity flags.
This is opaque to WADA auditors who expect documented test distribution plans. It also misses athletes who climb suddenly between assessments, leaving the highest-risk profile under-tested while routine cases are over-covered.
