Gouvernance et réglementation

CEP (European Confederation)

Governs pétanque in Europe, organizes European Championships and EuroCup.

En bref

The Confédération Européenne de Pétanque governs European pétanque, runs the European Championships and EuroCup, and supports member federations from giants like France down to micro-federations. The platform delivers tiered federation tooling, a coordinated continental calendar and travel logistics so every CEP member competes on equal footing.

Motivation

European pétanque excellence, fair competition structure, supporting smaller federations.

Contexte

CEP comprises around 30 member federations spanning the EU, EFTA, Balkans and former Soviet states. Membership ranges from France's 280,000 licensees and full-time staff down to federations with under 200 active players run entirely by volunteers.

The CEP secretariat itself is small — typically 2-4 part-time staff supporting an elected board. Annual events include the European Championships (men, women, U23, youth, veterans), EuroCup club competition, and continental qualifying for World Championships.

Coordination challenges include 18+ official languages, Schengen-vs-non-Schengen travel constraints, dramatic disparities in member federation budgets, and dependency on French federation infrastructure for many continental services. Smaller federations frequently struggle to send teams to championships due to cost.

Les besoins en détail

1

Tiered federation tooling that scales from large national bodies down to small federations, so the same platform serves every CEP member without per-tenant customisation.

Pourquoi c'est essentiel

Today large federations like France or Belgium run their own bespoke systems while small federations like Estonia, Andorra or Malta limp along on Excel and free Wix sites. CEP cannot impose a unified tool because the largest members have sunk costs and the smallest cannot afford anything bespoke.

The result is fragmented data that makes continental rankings, player eligibility checks and championship entries enormously labour-intensive — every cycle requires re-collation by the CEP secretariat from incompatible sources.

The tenant model lets a 200-licensee federation run a fully functional ready-template instance with site, calendar, licence flow and rankings out of the box, while a 280,000-licensee federation uses the same platform with custom OrgNode hierarchy, multi-tier licences and bespoke branding. CEP-level Federation Dashboard reads from all member tenants via the cross-tenant public APIs without forcing any of them to converge on identical configurations.

2

A shared European calendar with conflict detection across championships, EuroCup rounds and national events so dates can be coordinated continent-wide.

Pourquoi c'est essentiel

Date clashes between national championships and CEP events regularly force top players to choose, weakening continental fields and frustrating federations. Today calendar coordination happens by email at one annual meeting, with informal updates throughout the year that frequently miss federations.

A French national qualifier accidentally scheduled the same weekend as a EuroCup round costs federations tens of thousands of euros in lost participation and creates lasting friction.

European Competition Management aggregates the calendar across all member federations and CEP itself, with conflict detection visualising overlaps for elite-eligible categories. Sanction requests from member federations route through the calendar, automatically warning of clashes with EuroCup, Continental Cup, World Championship qualifiers and other national finals.

Date negotiations happen in-app with full visibility for every affected federation.

3

Travel and lodging logistics for European championships with cost transparency so smaller and Eastern European federations can plan affordable participation.

Pourquoi c'est essentiel

Sending a national team to the European Championships costs a small federation a meaningful share of its annual budget. Today each federation negotiates its own flights and hotels, often missing block-booking discounts the host federation has arranged for top-tier participants.

Cost surprises late in the planning cycle cause federations to withdraw teams entirely, weakening the championship and undermining CEP's universality goals. A transparent logistics layer would let every federation plan with the same cost data.

Travel & Logistics Module consolidates host-negotiated hotel blocks, transfer arrangements and per-diem guidance with live pricing per delegate. Federations build delegations in the system, see total cost in their currency immediately, and can apply CEP development grants automatically where eligible.

Booking is centralised so the host benefits from full block utilisation and small federations stop overpaying for last-minute fares.

En pratique

Three months before the European Championships in Bratislava, the CEP General Secretary opens the Federation Dashboard and sees that 12 of 28 expected federations have not yet confirmed delegations. She sends a templated reminder in 14 languages from the Communication Center. Within a week, the Bosnian federation confirms a women's triplette but flags budget concerns; the Travel & Logistics Module shows their full cost would be EUR 4,800 with the standard host hotel.

She applies a CEP development grant of EUR 1,500 directly in-app and the federation confirms. Meanwhile a sanction request from the Italian federation for a national qualifier on the same weekend as the Mediterranean Championships triggers a calendar conflict warning; she opens a thread with both federations and the date is shifted within 48 hours.

À quoi ressemble la réussite

  • Member federations actively using platform tenant: 28+ of 30 within two years
  • European Championship participating federations: 90%+ of active members per cycle (vs ~75% historical)
  • Calendar conflicts between national championships and CEP events: under 1 per year (vs ~5)
  • Average travel cost per delegate to European Championships: 20% reduction via consolidated logistics
  • Continental ranking coverage: 95% of nationally licensed players visible, vs ~50% on legacy aggregation
